I think it would be best determined by evaluating the responsibilities and tasks of those groups and what other departments they work most closely with. In our institution, the IT Dept serves the entire museum and is responsible for ensuring that technology works effectively. Other departments manage their own digital programs, e.g. Collections does digital imaging of the scientific collection and archives and handles its own online digital resources, Conservation Biology conducts citizen science programs and has websites their members access, Exhibits has digital specialists for components in exhibitions, etc. The workflows for each of these are best managed internally within their respective departments, with IT providing a resource when other departments are evaluating their digital programs.
