The Epson v600, if you can find it, is the best flatbed under $500 and has been for a very long time. You can step up in the "v" line if you need better or can't find the 600. Unless your needs are extreme, the v600 is all the scanner you will ever need. Make sure what you buy includes the transparency accessories. You will regret it someday if you don't have the transparency features for slides and negatives. I think all v600s are sold with transparency features but check.

I use an Epson V600 for my office scanning. It produces jpegs or pdfs. It comes with a fixture that allows you to "develop" 35mm slides and photo negatives. Will create very high resolution images but can be adjusted down.
