Though I am not familiar with a museum-specific platform, here are a few suggestions depending on who your colleague's target audience is:

• AIA Chapters with Cultural Facilities Committees
• Universities with schools of architecture and/or historic preservation since they typically open those talks to students, staff and the broader community.
• Non-profits or cultural organizations focusing on a specific country's arts and culture (i.e. Goethe-Institut New York, French Heritage Society, etc.)

Another suggestion would be for your colleague to submit a proposal to present a session at the next AAM conference - they would have a chance to speak in front of many museum professionals who would then know who your colleague is and something about their ability to present to the public.
