You might check your state liquor and alcohol sales laws for this. In our state, the laws are rather convoluted and depend on whether the alcohol is donated or sold. In either case, however, a certified/licensed bartender must be the server, which means that any age person can participate. It's on the bartender to check IDs. (Private parties where the organizers bring their own alcohol do not have to have bartenders but can self serve.)
You might also check with area bars and pubs. At many here in Arkansas, despite our difficult laws, people between 18 and 21 can go into bars but obviously aren't supposed to be served until they're 21. Your community may already have a standard like this that you can follow as well.
