The Civil Rights Act of 1964

I am pleased that members of the Museum community are circulating a Facebook post promoting commemorations of the Civil Rights Act of 1964. Museums are covered by the Act as Public Accommodations because they were "places of exhibition or entertainment."
Every clause of the Act, for which we should all be eternally grateful, was hammered out in compromises by Congress and the Justice Department. Does anyone know who promoted or supported the inclusion of museums?

    Thank you,
