Wonderful question with no easy answer.
When I was running our Internship Program it was under "Museum Services" which included the Registrar's Office, Conservation and the Collections Managers. While the Coordinator of Museum Services wrote the funding grants, the program was run by the Registrar's Office, Senior Conservator and Collection Manager for a given year's project. The Interns were involved in the hand's on renovation and inventory of our collections teamed with instructional programming in all aspects of museum work ranging from the Director to Facilities. Our special projects ranged from research, exhibits or education. Most of these intern went on to be Registrar's, Conservators, and Collections Managers, myself included.
More recently the focus of interns has shifted to research based projects under "Academic Engagement" which is specifically geared towards internal/external college students. It's more/less a stand alone entity under a curator/faculty advisor/associate director with links to academic credit programs. The Coordinator collates resumes, arranges placement in hosting offices, schedules weekly behind-the-scenes talks and facilitates student presentations at the end of the term. Most of these are during the summer months.
And then there are the Conservation Interns which have always come under Conservation.
