Lori, there are many things you can do:
Email campaigns to lapsed members and anyone who has visited you that you have an email address for, and to your newsletter list of recipients - stand alone campaigns that are just about membership
A membership mention in every publication or newsletter
a member get a member campaign - ask you members to get their friends to join
Direct mail campaigns to lapsed members and all contacts you have addresses for
Gift membership campaigns, especially during holiday gift giving season, mother's day, father's day and history month or genealogy day/week/month
Promote membership with signage and a mention at the front desk
Posts on your social media pages and communications
