I was not involved on the establishment if the metro Denver area's successful Scientific and Cultural Facilities District, but you may find it a good model for your project. Their website is scf.org. The following is a description from the website.
Since 1989, Scientific and Cultural Facilities District (SCFD) has distributed funds from a 1/10 of 1% sales and use tax to cultural facilities throughout the seven-county Denver, Colorado metropolitan area. The funds support cultural facilities whose primary purpose is to enlighten and entertain the public through the production, presentation, exhibition, advancement and preservation of art, music, theatre, dance, zoology, botany, natural history and cultural history.

Kaia, check out culturalaccess.org for what is currently under way in Washington State. This has been a multiple year effort and is currently working its way through the legislative process. We have been fortunate to have strong bipartisan support, and are hoping to get it through this year.
